The municipality is limited to the north by the province of Hato Mayor, to the south by the city of San Pedro de Macorís (Sultana del Este); to the east for the Ramón Santana municipality (also belonging to San Pedro de Macorís); to the west by the Maguá River and the Monte Coca Batey (belonging to the Hato Mayor province); and to the northwest it limits with the province of Seybo. The municipality is part of the Caribbean coastal plain, the main relief zone of the southeast and the most varied region in terms of production and cane cultivation.

It has two basins only:

The Casuí River: which goes from the pork rinds to Cañada del Negro.

In 1850 Consuelo was a small village located next to the flow of then Higuamo River. The first inhabitants of this town lived from agriculture such as the planting of minor fruits and fishing. As of 1872, this community was called “fresh water”, for the fame acquired by their springs. Later the Consuelo ingenuity was built, founded in 1881, under the firm “Padrón y Solaam y Cía. His first administrator was Guillermo L. Bass, who later became his owner.

Mr. Bass was of American nationality and Mr. Padrón and Soloam, was of Cuban nationality. Nine years after having acquired ingenuity, Guillermo Bass transferred it to his relative Williams L. Bass, who administered it as successfully as the first.

Williams’ initiatives were greeted at the beginning of the 90s by a period newspaper, called “echo of opinion.” He pointed it out as a man of temper and capital. Almost all old wood constructions were made in the Bass era, although subsequent owners built buildings, so Consuelo developed in their base on the base on the road and its upper part inward.

The Basque Batey is located in the province of San Pedro de Macoris, about 12 kilometers on the outskirts of the municipality of Consuelo. This limits to the east with the “Paraíso” batey, to the west with the “14” Batey, to the north with the Batey “Insuelito” and to the south with the Batey “Atilano I”. This Batey has a population of 400 people of which 80% are of Haitian origin and only 20% are Dominican. The Batey population is mainly mulatto, since its inhabitants are a mixture of Haitians, Dominican Blacks and Cocolos.

The beginnings of “Basque” date from the years when the ingenuity was founded in Consuelo in 1881.

The municipality consists of 5 public schools, 3 secondary high schools, a Polytechnic and three private schools, although some of these function as high schools and night schools. After several years of famine, especially in the Bateyes, other sources of work were created, and the people began to resurface a bit. Despite this predominance, a large part of the population is sustained from the informal economy (motoconchos, street vendors, shopkeepers, day laborers), but, as in the past, all these activities are subject to the development of those mentioned above.
