The department of Cauca was created by the Constitution of the Republic of Colombia of 1886.

According to the Political Constitution of Colombia, the exercise of the Executive Power of this Colombian region is deposited in a single individual, which is called Governor of the Department of Cauca , popularly elected since 1991 (previously were appointed by the President of the Republic) for a period of 4 years without immediate re -election. His mandate begins on January 1 following that of the election.

Cauca exists as a territorial entity since 1535, when the Popayán Governorate was established. Throughout his historical life, he has gone through all the government systems in force in Colombia, both the federal system and the central system, so the denomination of the entity has varied between “State”, “Department”, “Province” and “governorate”, varying together with it the denomination of the head of the Executive Power of the department.
