The Second Division 1991 was the 14th season the second football league in Brazil.

The competition started its new season on January 27, 1991 and ended on May 26, 1991. The championship was organized by the National Association CBF. At the end of the season, Paysandu SC celebrated the championship.

In contrast to the previous year, the league was expanded from 24 to 64 participants. The competition was held in a group phases and a knockout round from round of 16 to finals. All encounters were held in the first and second leg. Both finalists qualified for the first division in 1992.

In the first round, the 64 participants competed against each other in eight groups of eight clubs. The best two clubs of each group moved into the second round. When compiling the groups, the regional origin was taken into account in order to minimize the costs for smaller clubs.

    After the second goal through Paysandu in the 81st minute, several Guarani players protested so violently that six of them were punished with a red card. The game was then declared.
