Víctor Claudio José Pérez Varela [ first ] (Santiago, October 18, 1954) is a Chilean lawyer and politician. He is a member of the Independent Democratic Union (UDI) party, of which he was Secretary General between 2008 and 2012. Between July and November 2020 he served as Minister of Interior and Public Security, [ 2 ] Under the second government of Sebastián Piñera, when he resigned due to the approval of the constitutional accusation against him in the Chamber of Deputies. [ 3 ]

He previously served as mayor of the commune of Los Angeles, appointed by the military dictatorship between 1981 and 1987, deputy for the former district 47, between 1990 and 2006, and senator for the constituency 13, Biobío Cordillera, from 2006 to 2020.

He is one of the three children of the marriage formed by lawyer Claudio Renato Pérez Arriagada (n. 1924 – f. 2011) [ 4 ] And Inés Juliet Varela Carter. [ 5 ]

His secondary studies were carried out at the José Victorino Lastarria Lyceum and in the Enrique Molina Garmendia Lyceum. His higher studies were carried out at the Law Faculty of the University of Concepción, where he was graduated as a lawyer. In the workplace, he has exercised his profession independently.

He is married in second nuptials with Ana María Serra, [ 6 ] Who since 2010 serves as head of Cabinet of the UDI headquarters in Los Angeles. [ 7 ] With her he has four children; Claudio José, Bernardita Andrea, Carolina Patricia and another. [ 8 ]

Mayor of Los Angeles [ To edit ]

On March 23, 1981, at the age of 27 he is appointed by the military dictatorship of Augusto Pinochet as mayor of Los Angeles, a position he held until 1987. For the November 1993 elections, he maintained his seat in the Chamber for the same district this time on behalf of the Independent Democratic Union Party (UDI) (for Legislative Period 1994-1998). He integrated the permanent commissions of public works, transport and telecommunications, and of housing and urban development. He participated in the investigating commissions on irregularities in the National Coal Company (Enacar) and Dissolution of “Dignity Colony.” During this period he was a member of the parliamentary committee of his party.

In December 1997, he was reelected again for his party and the same district (for the 1998-2002 legislative period). It was integrated into the permanent commissions of foreign relations, interparliamentary matters and Latin American, and urban development and development.

In December 2001, he obtained his fourth re-election as a deputy for the same district No. 47 (for the 2002-2006 legislative period). It was part of the permanent commissions of constitution, legislation and justice, internal government, regionalization, planning and social development, and housing and urban development. He also integrated the Special Commission on Actions of Public Officials in the case of the disappearance of Jorge Matute Johns.

In the 2005 elections, Senator was elected by Senatorial Circumscription No. 13 corresponding to the Biobío Region (Legislative Period 2006-2014). During the exercise of his position he was president of the Government Commission, Decentralization and Regionalization and integrated those of Public Works; of National Defense; of work and social forecast; of transport and telecommunications; and housing and urban development.

Between 2008 and 2012 was general secretary of the Independent Democratic Union (UDI), under the presidency of Juan Antonio Coloma Correa.

In the parliamentary elections of November 2013, it is reelected as a senator for the same constituency, for the 2014-2022 period. In this period he integrated the permanent commissions of: Agriculture (2016-2018); of maritime interests, fishing and aquaculture (2012-2014; and 2017-2018); of internal regime (2014-2015; 2017-2019); of housing and urbanism (2014-2015; and 2017-2018); and Account Reviewer (2017-2018).

Since 2015, the Permanent Commission of National Defense, which presided between March 19, 2019 and March 17, 2020. was integrated. and public security (2018-2020); and internal regime (2020).

Also, since its creation on August 13, 2014, it integrated the Special Commission on Water Resources, Desertification and Drought. It also integrates the special bicameral commissions of article 66 of the National Congress; and bicameral of article 66a of the National Congress, since September 3, 2018 and December 18 of the same, respectively.

After almost 30 years as a parliamentarian renounces his quota as senator of the Republic in order to assume the position of Minister of the Interior and Public Security of his country.

On July 28, 2020 he was appointed as Minister of Interior and Public Security by President Sebastián Piñera after the resignation of Gonzalo Blumel, being the third holder of the portfolio during the second Piñera administration, leaving his position as a senator. [ ten ] It was replaced in the Senate by former Minister Claudio Alvarado. [ 11 ]

On October 8, 2020, 13 opposition deputies presented a constitutional accusation against him, founded in three points: omit From Chile.
