Helene Valerie Hayman , born 26 mars 1949 In Wolverhampton, is a British politician. She was a member of the House of Commons between 1974 and 1979 and a member since 1996 of the Chamber of Lords, of which she was president from 2006 to 2011. Helene Valerie Middleweek is the daughter of Maurice and Maude Middleweek. She followed studies at the Wolverhampton Youth Lyc\u00e9e, the Wolverhampton Girls’ High School then law studies at the Newnham College, from the University of Cambridge from which she graduated in 1969. She chaired the Cambridge Union Society in 1969. Helene Middleweek then works for the charity organization Shelter Between 1969 and 1971, then for the social services of the London district of Camden until 1974. In 1974, she married Martin Heathcote Hayman. The couple have four sons. Hayman was elected deputy in October 1974 under the Labor label in the newly created district of Welwyn Hatfield, in the Hertfordshire, north of London. Hayman was then the youngest elected to the House of Commons until a by -election in 1979. She is also the first woman to breastfeed in the House of Commons. Hayman lost his seat against the curator Christopher Murphy during the 1979 general election. Hayman is a member of various ethics committees: that of Royal College of Obstetricians and Gynaecologists , an institution responsible for supervising and regulating the practice of obstetrics and gynecology in the United Kingdom, from 1982 to 1997, that of the University College London and the University College Hospital [ first ] From 1987 to 1997. From 1992 to 1997, she was part of the Council of the University College in London and led the NHS fund for the Whittington Hospital. She obtained her life ennobling in 1996 and now bears the title of baronne Hayman, of Dartmouth Park in London Borough of Camden . The 1997 elections are won by the Labor Party and Hayman is appointed Secretary of State ( junior minister ) at the Ministry of the Environment, Transport and Regions, then to the Ministry of Health before being appointed Minister in July 1999 ( minister of State ) Agriculture, fisheries and food. Hayman became a member of the Privy Council in 2001, before leaving him the Council the same year to direct Cancer Research UK which aims to educate populations on cancer and finance research. She takes the direction of Human Tissue Authority , an institution which aims to regulate the levy, storage and transplant of human tissue in 2005 and is a member of the organization which administers the royal botanical gardens of Kew as well as the Human Fertilisation and Embryology Authority , organism which oversees the practice of artificial insemination, in vitro fertilization as well as the conservation of eggs, sperm and embryos. A constitutional reform ( Constitutional Reform Act 2005 ) is voted in 2005 which separates the function of Lord Chancellor from that of president of the Chamber of Lords. Nine candidates present themselves in the election of president and the July 4, 2006 , after seven Hayman ballot rounds is elected for a five -year term [ 2 ] . Like the president of the House of Commons, Hayman resigns from the Labor Party because it must be without a partisan affiliation to guarantee its impartiality. It remains in office until 2011. In 2012, she was appointed Dame Grand-Croix of the Order of the British Empire [ 3 ] .
