It takes place in Poland and Ukraine of June 8 at first is July 2012. The opening match is played out in the brand new National Stade in Warsaw in Poland and the final takes place at the kyiv Olympic stadium in Ukraine. He is the last European championship putting sixteen teams in opposition. Indeed, that of 2016 is played with twenty-four teams [ first ] . It is the first senior international tournament to include five -way arbitration, previously tested during the Europa League and the Champions League [ 2 ] . All the former victors of the competition are present [ 3 ] , including Spain which, victorious 4-0 of Italy in the final [ 4 ] , is the first team managing to keep its title, and achieves an unprecedented triple ( Euro 2008 – 2010 World Cup – Euro 2012 ). Spain being doubly qualified for the 2013 Confederations Cup by its final victories at the 2010 World Cup and Euro 2012, Italy receives an invitation for this competition thanks to its place as finalist from Euro 2012 [ 5 ] . Five candidates were initially submitted, including a total of seven countries (including two duos) [ 6 ] . The November 8, 2005 , Italy obtained eleven votes, and accessed the second phase, just like the Croatia and Hungary duo (nine voices) and the Duo Poland and Ukraine (seven votes). The Turkish candidacy, with one less vote, was eliminated. The Greek, with two voices, arrived in the last place of the ballot. The May 31, 2006 , the files of the three candidates for the euro were made. In September, UEFA examined by going there the inventory. Indeed, only six hundred and sixty kilometers of highways and three hundred and forty of fast tracks existed in Poland (in comparison with the thousand kilometers highway in Czech Republic [ 9 ] , much smaller country), the observation being the same in Ukraine. And even if the forecast figures are interesting and ambitious at the start of the work, the general condition of the road networks and highway in Poland and Ukraine always leaves something to be desired [ 9 ] . Another big problem remains, the dilapidation of stages in these two countries, which have delayed renovating their speakers. Initially, the various renovations and constructions were to be completed in 2010, but several delays were noted throughout the work and on different sites in the two countries. National Warsaw Stadium Stade Municipal Poznament Stade Municipal de Wroclaw Uncertainties linked to the delay concerning infrastructure [ modifier | Modifier and code ] Several concerns have enamelled the various projects to improve Polish and Ukrainian infrastructure, leading to the question on a probable replacement of the host countries. THE January 30, 2008 , the president of UEFA Michel Platini announces to start a report to warn the organizers given the slowness of the work. On June 11, the Ukrainian Prime Minister, Ioulia Tymochenko, was confident towards the preparations which according to her normally happen [ ten ] . However, a member of the Ukrainian Football Federation exhibits the day following the fact that Ukraine could lose the right to co -author the event, due to the delays in the renovation of the Kiev Olympic Stadium [ 11 ] . Michel Platini therefore confirms that a decision will be made in September 2008. Until the month of June, no “plan B” is planned according to UEFA. The president of the Scottish Football Association Gordon Smith said he wanted UEFA to reconsider his country to unlock the situation, despite the firm and maintained opinions of the European association. Platini chooses to clarify the situation, and declares: “We will do everything in their power to make Poland and Ukraine can welcome Euro 2012. The only reason that would push us not to go would be the absence of a stadium in Warsaw and Kiev. A delegation will go to Poland and Ukraine on July 2 and 3. We will meet those responsible for the two countries to get an overview and make a decision in September. We have given this challenge to these nations, and there has never been a rescue plan. \u00bb\u00bb If the September decision is pessimistic, UEFA will begin to speak with possible substitutes. Poland, ahead of its Ukrainian neighbor, could host the competition alone. Spain, which was failed in 2004, is also on the ranks. Grzegorz Lato, the new boss of the PZPN, suggests that Poland coorganizes the test with Germany. “I think Germany can come, if Ukraine leaves” , he said on Polish TV TV TVN24. He then added: “I think Ukraine will be ready in time” [ 17 ] . This year 2008, which saw many problems concerning the organization of the competition, ends against the backdrop of crisis in the two countries. On the Ukrainian side, the government decides, like its Polish counterpart, to change the office responsible for taking care of the preparation, judging the ineffective agency [ 18 ] . A UEFA emissary, the French Jacques Lambert, is therefore sent to Ukraine, to secure the preparation of the Euro [ 19 ] . In Poland, corruption affairs are resurfaced. Several members of the Federation are arrested, including Janusz Wojcik, former Polish coach, and Zdzislaw Krecina, candidate for the federation president [ 20 ] . For his first visit to 2009 in Poland, the Secretary General of UEFA David Taylor admits that the deadlines are respected, certain projects being even ahead. Towards the middle of April, the progress of the work is officially evaluated by President Michel Platini, who, while visiting the various sites for several days, announces the 15 that he is Impossible that Ukraine will lose Euro 2012, like Poland [ 21 ] . As expected, Gda\u0144sk, Pozna\u0144, Warsaw and Wroc\u0142aw are chosen as Polish host cities, Chorz\u00f3w and Krakow being therefore retained as host cities or reserve cities. In the neighbor, UEFA analysis has revealed significant gaps concerning infrastructure in all cities. Kiev is therefore the only confirmed city for Euro 2012, but the holding of the final in the capital is for the moment, and until a next report scheduled for November 30, unofficialized. For other Ukrainian cities, UEFA will be decided on the same date as for kyiv. In addition, Dniepropetrovsk and Odessa were excluded from the competition, not respecting, according to the European association, the criteria [ 23 ] . According to a secret UEFA report, the city of Lviv should even lose the holding of the competition in its stadium, the construction of it being at a standstill [ 24 ] . On December 11, the UEFA Executive Committee, brought together in Madeira, revealed its reports in the four Ukrainian cities. kyiv will welcome the final, and Donetsk, Kharkiv and Lviv three hen matches each. Nevertheless, the designation of the Ukrainian cities responsible for hosting direct elimination matches will be taken later [ 25 ] . In addition, some tickets will be reserved for visually impaired supporters or in a wheelchair requiring a guide [ 43 ] , as well as the population of host cities. The prices go for thirty to six hundred euros, fifty percent less than during Euro 2008, the organizers having taken into account local purchasing power [ 42 ] . For example, the cheapest ticket to attend the final will be sold fifty euros. All applicants are equal to acquire a ticket regardless of the date of the request, and a draw will take place if there are more requests than available tickets [ 44 ] . Three types of tickets are available: Individual tickets, for a specific match; Team subscriptions, which allows fans to follow their team during the group phase or the entire tournament; Site subscriptions, which allows fans to attend all the matches played in a specific stadium during the group phase or the entire tournament. However, from the end of 2010, illegal hospitality tickets and packs are put on the market by several companies from the two host countries, which do not have the famous sesames and which offer them at prices much higher than the authorized offer [ 45 ] . Host countries: Poland and Ukraine Qualified country Unqualified country Is not a member country of UEFA The draw for the groups of Euro 2012 qualifiers takes place the February 7, 2010 in Warsaw [ forty six ] . For the first time, the new UEFA coefficients are used and therefore determine the composition of the six and three groups of six and five teams respectively [ forty six ] . This classification of nations is published by UEFA at the end of the 2010 World Cup qualifications and dams, and sees Spain occupy first place, before Germany and the Netherlands [ 47 ] . The two qualified on the automatic, Ukraine and Poland, respectively occupy the nineteenth and twenty-third places [ 48 ] . As was the case in 2004 and 2008 editions, the sixteen finalists were distributed in four pots, classified according to their UEFA coefficient, and each of the four groups is made up of a team from each pot [ 68 ] . Three teams are automatically placed in Pot 1: Poland, Ukraine (which are the co -organizers) as well as Spain (holding the title). The last team being the Netherlands which is the remaining team which has the highest UEFA coefficient [ 69 ] . The draw begins with the pot 1 then the pot 4, the pot 3 and the pot 2 [ 69 ] . With each team from pots 2, 3 and 4, a second draw takes place in order to know the place of each team in the pool, used to determine the order of meetings (example: A2, A3 and A4). In October 2011, Continental, manufacturer of tires, became official sponsor in turn [ 107 ] . There are three Polish sponsors for this competition: the chocolate maker E.WEDEL [ 108 ] , La Banque Bank Pekao Sa [ 109 ] and the Mastercard Polish subsidiary, payment system company [ 110 ] . There are also three Ukrainian sponsors for this 2012 Euro: Epicenter K, a DIY company [ 111 ] , the Ukrtelecom telecommunications company [ 112 ] and Ukrsotsbank bank (member of Unicredit Group) [ 113 ] . Media [ modifier | Modifier and code ] The September 23, 2009 , an agreement was concluded between UEFA and the European Union of Radio-Television concerning the Dissemination Rights of Euro 2012 in thirty-six members of the European Football Association [ 114 ] . Among these thirty-six countries, twenty-nine will see the Uer rule directly on their television rights, the other seven working in cooperation with the European organization. For the twenty-nine nations, a minimum of twenty-seven matches (out of thirty-one) will be broadcast live on chains in clear, as well as dedicated magazines and summaries programs. Economic effects for both countries [ modifier | Modifier and code ] The work undertaken and the organization of the competition requires a strong mobilization of workforce and generate a surplus of activity. As early as 2009, Euro 2012 partially boosted the economy of Poland, the only nation of the European Union to display positive growth, four hundred projects being already underway and 85% of the investments linked to the euro relating to Transport infrastructure [ 116 ] . The two countries will see positive economic benefits if the organization presents itself in its best light and if the difficulties linked to transport are resolved (both from the point of view of the distance between the Ukrainian and Polish stages and that of the number of motorway networks in Ukraine). In addition, the repercussions of the budget on the training of young footballers in these two countries could be significant. Tourism benefit should also be important, Poland awaits between nine hundred thousand and one million visitors in June 2012 [ 116 ] . According to Jakub Borowski, economist at Warsaw School of Economics , the competition should increase the national wealth of the country from seven to eight billion euros, the equivalent of two GDP points. By comparison, Switzerland, co -organizing country of Euro 2008 with Austria, had achieved a turnover of a billion and a half euros [ 116 ] . Equipment manufacturers [ modifier | Modifier and code ] Bonuses for federations [ modifier | Modifier and code ] A total of 196 million euros is donated to the sixteen federations whose team takes part in the competition, twelve million more than in the previous euro [ 117 ] . For each federation, eight million euros are received for participation. The governments of Germany, Austria and Belgium also threaten Ukraine with a political boycott if the situation of Ioulia Tymochenko does not improve before the start of the competition [ 122 ] . France has taken action through the announcement of the boycott of matches taking place in Ukraine for members of the French government [ 123 ] . The president of Poland also opposes a boycott, because he considers that this would prevent the rapprochement of Ukraine with the European Union and would bring it closer to Russia. According to him, the football championship is on the contrary an opportunity for Ukraine “to present himself in his best” [ 124 ] . The Government of Ukraine denounces an “artificial manipulation” and declares for the government of Germany: “We would not want to think that German political leaders are able to revive the methods of” Cold War “and that ‘They will try to play the hostage of politics [ 125 ] . The president of Russia Vladimir Putin also criticizes these threats. He declares that he “considers that we should in no case mix politics, business and other questions of its kind with sport, we must leave the sport quiet” [ 126 ] . Ukraine then has between 50,000 and 80,000 prostitutes [ 130 ] And is the European country most affected by the AIDS virus, with a prevalence of HIV of around 1.6% of the population in 2010 [ 131 ] . The ban on religious signs, especially alongside racist, xenophobic or even political signs, caused a lively controversy in the Polish Catholic community, which has felt strongly targeted [ 132 ] . In Ukraine, the abolition of tens of thousands of stray dogs caused petitions (like 30 million friends [ 133 ] ) and a counterattack of the Anonymous group [ 134 ] .
