The member nations of CECAFA (Confederation of Central Africa and East) are invited to participate in the competition. It is the title holder, Uganda who wins the competition again by winning in the final against Rwanda. Zanzibar’s selection ends on the third step of the podium. It is the twelfth title of Cecafa champion for the Ugandan selection, which confirms its domination in the event. Sudan selection declines the invitation. Conversely, the Zambia and Zimbabwe teams, members of Cosafa, are invited to take part in the competition. There are therefore 12 teams engaged and the first takes place with three hens of four teams: the first two plus the two best thirds qualify for the final phase, disputed from the quarterfinals.
