L’expression « Plan Yinon »Refers to an article published in February 1982 in the review Kivounim (« orientations “In Hebrew), published by the World Zionist organization, domiciled in Jerusalem. The article, entitled A strategy for Israel in the 80s , is signed by Oded Yinon, who presents himself as a journalist and former civil servant of the Israeli Ministry of Foreign Affairs. The thesis of the existence of the “Yinon Plan” is controversial: it is used by anti-Zionist activists to criticize Israeli policy in the Near and the Middle East but other authors judge that the article has remained anecdotal (or even widely ignored ) and that it should not be confused with a “plan” or a “roadmap” which would have been followed by the leaders of Israel. The article believes that the interest of the Hebrew state is to promote the creation, in the Arab world, of too weak and too divided antagonistic states to effectively oppose itself: “The bursting of Syria and Iraq in determined regions on the basis of ethnic or religious criteria must be, in the long term, a priority goal for Israel, the first step being the destruction of the military power of these states. […] Rich in oil, and prey to intestine struggles, Iraq is in the Israeli sights. Its dissolution would, for us, be more important than that of Syria, because it is he who represents, in the short term, the most serious threat to Israel. »» Eight months after its initial publication in Kivounim , the article was republished in October 1982 by the very young Palestinian studies review (1982-2008), through Israel Shahak (1933-2001) [ first ] , former president of the Israeli League for Human and Civilians(1970-1990) and anti-Zionist activist. This second publication comesWhile the Israeli military intervention has just ended in Lebanon(June-September 1982), known as “peace operation in Galileo”, markedin particular by the massacres committed, by the Lebanese Christian phalanges, in the Palestinian refugee camps ofSabra and Chatila (16- September 18, 1982 ). Ideas similar to those of Yinon are defended in1996 In a report to the Israeli Prime Minister Benyamin Netanyahu. Entitled A Clean Break: A New Strategy forSecuring the Realm , he suggests “a clear cut” with thephilosophy of the Oslo agreements, the overthrow of Saddam Hussein and a warBy proxy with Syria. He was written by a group of studies from the InstituteFor Advanced Strategic and Political Studies, a think tank neoconservativeIsraeli-American. The study group was led by a figure in the movementneoconservative and old highOfficer of the American Defense Department, Richard Perle. THEConclusions of the report were rejected by Netanyahu. Yinon’s article was also published in 2007 by the journal Mediterranean confluence (n ° 61), under the title A persistent dislocation strategy of the Arab world and with the introduction written by Shahak for the Palestinian studies review Twenty-five years earlier. The scope of this article is the subject of debates. For some, the ideas defended by Yinon would have been inLarge part taken up by successive Israeli governments since 1982.They would thus have largely contributed to forging the geopolitical doctrine of the StateHebrew since the 1980s. The American invasion of Iraq in 2003, the fallof Saddam Hussein, the civil war in Syria (since 2011), the burst ofThis country, the balkanization of the Middle East and the Middle East or the development of the Islamic State would thus be as much evidence as the “Yinon plan” has indeedbeen followed by Israel. This thesis is defended by several activistsAnti -Zionists like Israel Shahak, the Swiss preacher Hani Ramadan [ 2 ] , THENegationist Roger Garaudy (who refers to the “Yinon Plan” in his book The Israel affair. Political Zionism en 1983), La Journaliste Italienne Silvia cartori, etc. Others believe on the contrary that Yinon’s ideas havehad no influence on the strategic decisions of Israel. The very identity ofThis journalist (unknown in Israel) remains mysterious: we do not knowSo what his exact functions were at the Ministry of Businessforeigners of his country. For Michaël Prazan and Adrien Minard, biographers ofRoger Garaudy, “Nothing indicates that this article […] designates a concrete work plan validated by the authorities. […] This is a personal position among others, expressed by a simple journalist ” . The importance lent to “Yinon plan” would be a theory ofconspiracy similar to that surrounding the false known as Sages of Sion Protocols [ 3 ] .
