The Community of communes of Coteaux de l’Allier is a former community of French communes, located in the Puy-de-Dôme department in the Auvergne-Rhône-Alpes region.
The community of communes was created in 1994 with the municipalities of Aulhat-Saint-Privat, Brenat, Flat, Montpeyroux, Orbeil and Saint-Yvoine. The commune of Usson joined the intermunicipality in 1997, then Saint-Babel later [ Off 1 ] .
For reasons of territorial continuity, the municipalities of Montpeyroux and Usson have left the community of communes . They respectively joined the communities of municipalities Couze Val d’Allier and the Pays de Sauxillanges [ Off 2 ] .
The law n O 2015-991 of August 7, 2015 Bearing a new territorial organization of the Republic, known as the NOTRe law, imposes on inter -municipal authorities a minimum population threshold of 15,000 inhabitants, with derogations, without descend below 5,000 inhabitants. This second figure is not reached, the community of communes cannot be maintained.
The Departmental Diagram Project of Inter-municipal Cooperation (SDCI) of Puy-de-Dôme, unveiled the October 5, 2015 , proposed the merger with the seven other communities of communes of the Pays d’Issoire – Val d’Allier Sud (Ardes Community less La Godivelle, Mining Mountain Basin, Couze Val d’Allier, Issoire Community, Lembron Val d’Allier, country of Sauxillanges and Puys and Couzes) [ first ] .
The , the municipalities of Aulhat-Saint-Privat and Flat merge to constitute Aulhat-Flat [ 2 ] .
Following another merger of municipalities (Nonette and Orsonnette forming Nonette-Orsonnette), the number of municipalities in the new inter-municipal structure is reduced from 92 to 90; Its population exceeds 54,000 inhabitants [ 3 ] .
Adopted in mars 2016 , the SDCI does not change this perimeter [ 3 ] . The prefectural decree of December 6, 2016 Pronouncing the merger of the eight communities of communes mentions the name of “Agglo Pays d’Issoire” [ 4 ] .

The headquarters of the community of communes is located in Orbeil.
The elected [ modifier | Modifier and code ]
The community of communes is managed by a community council made up of twenty-two members representing each of the member and elected municipalities until the disappearance of the inter-municipal structure. The members are distributed as follows [ 6 ] , before merger of Aulhat-Saint-Privat and Flat:
- Five delegates for Saint-Babel;
- four delegates for Brenat and Orbeil;
- Three delegates for Aulhat-Saint-Privat, Flat and Sanit-Yvoine.

In 2014, the community council elected Bernard Igonin and appointed its four vice-presidents [ Off 3 ] :
- Guy Archimbaud, mayor of Saint-Babel;
- Jean-Paul Chanal, mayor of Saint-Yvoine;
- Louis-Marie Charrier, mayor of Flat;
- Gérard Thevier, mayor of Aulhat-Saint-Privat.

Intercommunality exercises skills delegated to it by member municipalities.
Compulsory skills are economic development and space development [ Off 4 ] .
Optional skills are school catering (since January 2013), the elimination and enhancement of household waste, housing policy and the local intercommunal urban plan [ Off 4 ] .
Two optional skills have been chosen: the valuation and development of tourist and cultural assets and sport [ Off 4 ] .

The community of municipalities applies unique professional taxation.
For the 2015 financial year, the tax rates applied are as follows: housing tax 9%, land built 0%, unstarted land 3.32%, business contribution 22.76% [ first ] .
