The 2011 SDCI [ modifier | Modifier and code ]

As part of the reform of French local authorities, the law reform of local authorities of [ twelfth ] (known as RCT law) provided for the development of a departmental inter -municipal cooperation (SDCI), of prescriptive value, intended to allow the integration of all municipalities in a clean taxation, the abolition of enclaves and discontinuities territorial and the terms of rationalization of the perimeters of public establishments for inter -municipal cooperation and existing mixed unions.

This resulted in the adoption of the Loire SDCI by prefectural decree who provided:

Its implementation has resulted in the reduction in the number of EPCIs with own taxation, which went from 22 to 17 [ 17 ] .

The 2016 Notre and the SDCI law [ modifier | Modifier and code ]

At , the department had 3 agglomeration communities and 14 communities of municipalities, as well as 97 mixed and municipal unions. Five communities include more than 20,000 inhabitants, eleven are between 20,000 inhabitants and 5,000 inhabitants and one has a population lower than this number (the community of communes of the Haut Forez mountains) [ 18 ] .

Within the framework of the provisions of the law relating to the new territorial organization of the Republic (Our law) of the , which provides that public inter -municipal cooperation establishments (EPCI) with own taxation must have a minimum of 15,000 inhabitants (and 5,000 inhabitants in mountain areas), the Loire prefect has stopped the departmental inter -municipal cooperation scheme (SDCI ) THE [ 19 ] .

This SDCI provides:

  • Merger of the community of Roannais agglomeration, the community of communes of the Pays d’Urfé, the community of communes of the Vals d’Aix and Isable and the community of communes of the country between Loire and Rhône, creating an inter -municipal 81 municipalities and 125,420 inhabitants [ 20 ]
  • Fusion of the community of agglomeration of Loire Forez with the community of communes of the Pays d’Astrée and the Community of Mountains of the mountains of Haut Forez, and integration into 14 municipalities previously members of the Community of Communes of the Pays de Saint-Bonnet- Le-Château, creating the Loire Forez Agglomeration intercommunality of 88 municipalities and 106,574 inhabitants [ 20 ] .
  • Fusion of the community of communes of Feurs en Forez, the community of communes of the morning hills and the community of communes of Balbigny, with the integration of 7 municipalities previously members of the community of communes of the Pays de Saint-Galmier and 9 Municipalities previously members of the Community of communes of Forez in Lyonnais, creating an inter -communality of 49 municipalities and 66,682 inhabitants [ 20 ] .
  • Extension of the Saint-Étienne Métropole Urban Community to 3 municipalities previously Members of the Community of Communes of the Pays de Saint-Galmier, a municipality previously a member of the community of communes of Forez in Lyonnais and 4 municipalities previously members of the country’s communes of the country from Saint-Bonnet-le-Château, creating an intermunicipality of 53 municipalities and 402,859 inhabitants [ 20 ] , [ 21 ] .

In this context, following EPCIs with the following own taxation remain:

and the department would now be covered by 7 communities instead of 17 previously [ 22 ] .

The SDCI also provides for the dissolution of 4 EPCIs without own taxation: the School Syndicate of the Pays d’Astrée, the School Collecting Syndicate of the Forez Mounts, the Bard-Lerigneux-Roche school collection union and Sivu Saint-Maurice -Usson-en-forez [ 22 ] .

The SDCI is intended to be implemented on After consulting the municipal and community councils concerned.

We can notably cite the Inter -municipal Energy Syndicate of the Loire, which brings together all of the municipalities and intercommunalities with own taxation of the department.
