He is attached, then secretary of embassy successively in The Hague (second conference of The Hague), in Munich and Berlin. He was then sent on a mission to Constantinople to investigate the ambassador Ernest Constans. He sets up the editing of the Franco-Ethiopian railway company, of which he became the managing director. He caused his brother-in-law to be appointed by Alliance, Ren\u00e9 Thion de la Chaume, to take it in the Banque de l’Indochina. Main collaborator of the Minister of Finance Alexandre Ribot in 1914, Homberg played an important role during the war by presiding the foreign exchange committee, by directing the interallied financial agreements and by negotiating French loans in London and New York.
