Saint-Martin-du-Terre is a French commune located in the Val-d’Oise department in the Île-de-France region.

The town is located on a hillside, on a hillock bearing the forest of Carnelle, dominating the Plaine de France, about thirty kilometers north of Paris. Its geographical location at around 185 meters above sea level and culminating at 210 meters makes one of the highest municipalities in Île-de-France. She bears the nickname of Île-de-France balcony .

Saint-Martin-du-Terre is served by the old national road 309 (current RD 909) and by the Belloy-Saint-Martin station (located in the commune of Belloy-en-France), on the Transilian line , Paris-Nord branch-Luzarches. The station is served at the rate of an omnibus train per hour in off-peak hours and by a semi-direct train at half an hour (direct from Épinay-Villetaneuse in Sarcelles-Saint-Brice and Omnibus then) in the tip. It takes 36 to 38 minutes of journey from the Gare du Nord.

The Grande Randonnée 1 (GR1) trail passes through the forest west of the town, it extends to Presles to the West and Noisy-sur-Oise to the north.

Saint-Martin-du-Terre is an urban commune, because it is one of the dense communes or of intermediate density, within the meaning of the municipal gate of density of INSEE [ Note 1 ] , [ 2 ] , [ 3 ] , [ 4 ] .

Prior to the law of [ 9 ] , the town was part of the department of Seine-et-Oise. The reorganization of the Paris region in 1964 informed that the municipality now belongs to the Department of Val-d’Oise and its arrondissement of Sarcelles after an effective administrative transfer to the .

She was part of 1801 to 1967 from the canton of Luzarches de Seine-et-Oise. When setting up the Val-d’Oise, in 1967 she joined the canton of Viarmes [ ten ] . As part of the 2014 cantonal redistribution in France, this territorial administrative district has disappeared, and the canton is only an electoral district.

The municipality is a member of the Community of Municipalities Carnelle Pays de France, a public establishment for inter -municipal cooperation (EPCI) with own taxation created in 2003.

Local policy [ modifier | Modifier and code ]

In 2018 and 2019, the municipal budget could not be adopted by the municipal council following a crisis within the municipal majority, and was therefore settled by the prefect of Val-d’Oise after the opinion of the Regional chamber of accounts [ 14 ] , [ 15 ] .

During the second round of the 2020 municipal elections in Val-d’Oise were won by the DVG list led by Thierry Pichery with 4 votes in advance on that of the outgoing mayor DVD Jacques Féron, who obtained 376 votes respectively (50.27 % of the votes cast) and 372 votes (49.73%), abstention having come to 56.43% [ 16 ] . Thierry Pichery is therefore elected mayor by the municipal council of [ 17 ] , but the result of the elections is challenged by Jacques Féron and the administrative court cancels the municipal elections [ 18 ] . .

Following this cancellation, confirmed by the Council of State the [ 19 ] , new municipal elections take place on January 23, 2022, which saw the success in the first round of the DVG list led by the Invalid mayor, Thierry Pichery, who collected 532 votes (59.51% of the votes), this time ahead of of 170 votes that of Jacques Féron (DVD, 362 votes, 40.49%). During this ballot, 50.38% of voters abstained [ 20 ] .

A medical house was fitted out in 2019 in the old post office [ 23 ] , [ 24 ] .

The Carnelle hospital, dependent on the Carnelle-Porte de l’Oise hospital group, closed in 2021 after a serious power cut that had required the evacuation of the patients in the middle of the night [ 25 ] , [ 26 ] .

The evolution of the number of inhabitants is known through the population censuses made in the municipality since 1793. From 2006, the legal populations of the municipalities are published annually by INSEE. The census is now based on an annual information collection, successively concerning all the municipal territories during a period of five years. For municipalities with less than 10,000 inhabitants, a census survey relating to the entire population is carried out every five years, the legal populations of the intermediate years being estimated by interpolation or extrapolation [ 27 ] . For the municipality, the first exhaustive census falling within the framework of the new system was carried out in 2005 [ 28 ] .

In 2020, the town had 2,656 inhabitants [ Note 3 ] , decreased by 1.92%compared to 2014 (Val-d’Oise: +3.84%, France excluding Mayotte: +1.9%).

Château de Franconville.

Saint-Martin-du-Terre has two historic monuments on its territory:

  • The Château de Franconville, rue Corentin Celton (registered in 1987 [ 30 ] ), built between 1876 and 1882 under the direction of the architect Gabriel-Hippolyte Destailleur for the Duke of Massa, inspired by the Château de Maisons-Laffitte and which had been converted into a sanatorium in 1929, was to be restructured in a luxury hotel complex; At the end of the 2010s, remains without use [ thirty first ] , [ 32 ]
  • La Pierre Turquaise, Route de la Pierre-Turquaise in the Carnelle forest, plot 63 (classified as a historic monument by list of 1900 [ 33 ] ).

  • La Tour du Guet, Place de Verdun / rue du Lieutenant-Baude / Rue Serret, Troubadour style tower of 23 m High built in 1840 by André Jean Leroux, exchange agent, for her daughter Caroline Adélaïde Andréine Leroux. During its construction, the tower is located on the domain of the Château de Franconville, partly fragmented since. The tower, open to the public every Sunday morning and on request, offers an essential point of view on the region. The initiative union is installed there [ 34 ] .
  • The covered Vivray wash house, on the edge of the forest, built in 1816 next to the Fontaine du Trou, named after an old fief [ 34 ] : Vivray. It is a small framework, with a wall on two sides, covered with a roof with two rumps covered with tiles. The interior has a basin, the surroundings of which are paved;
  • The menhir located in the Carnelle forest at around 200 m In the south-east of the Turquaise stone dolmen.

  • The Chappe brothers: Claude Chappe and Ignace Chappe carried out in 1793 optical telegraphs tests [ 8 ] ;
  • Jacques Cyprien Normand (1772-1819), born in the commune, sergeant in the imperial army, injured in the battles of Echlingen (1805) and Friedland (1807), decorated with the Legion of Honor in 1809 (the only one the municipality to be included in the Léonore base).
  • Henri Claudon (1864-1935), brigadier general, chief of the French military mission in the United States, lived there;
  • Benjamin Constant (1767-1830), novelist, politician, and French intellectual of Vaudois origin lived there from 1802 to 1810;
  • Louis Diémer (1843-1919), French pianist and composer, interpreted his works at the Château de Franconville;

  • Alfred de Musset, (1810-1857) French poet, spent a vacation at the Clignettes farm in Saint-Martin-du-Terre when he was a child [ 37 ]
  • Camille Saint-Saëns (1835-1921), composer [Why ?] ;
  • Charles Simon (1882-1915), French sports leader, lived there (his name appears on the war memorial in the town) [ Note 4 ] ;
  • Louis-Sulpice Varé (1803-1883), landscaper, creator of Bois de Boulogne was born there, dead and buried;
  • Louis Vonelly (1883-1963), actor, died there;
  • Saint-Martin is a place of the resistance where Lieutenant Baude lived. Arrested by the Gestapo at 21 rue de la Forêt-rue which now bears his name-he was shot at the eighty of Domont, where a monument was raised in memory of the 14 men who perished under German bullets the same day.
