L’ Military School Strategic Research Institute (IRSEM) is a French external organization of the General Directorate of International Relations and the Strategy (DGRIS) of the Ministry of the Armed Forces [ first ] . Located at the military school, made up of around forty people, it was directed from 2009 to 2015 by Frédéric Charillon, then from 2016 to 2022 by Jean-Baptiste Jeangène Vilmer [ 2 ] . Since March 2023, he has been led by Marjorie Vanbaelinghem [ 3 ] .

Part of the Ministry of the Armed Forces, which fully finances it [ 4 ] , he presents himself as a research institute. At the same time, IRSEM has an operational vocation: it has soldiers in its team, works for the benefit of the ministry, including the Defense Staff, plays a role in defense diplomacy. The institute is therefore defined as being hybrid’s nature [ 5 ] .

Created in fact in And de jure by a decree of [ 6 ] , the IRSEM was attached to the Defense Staff for five years before passing, in 2015, under the supervision of the General Directorate of International Relations and the Strategy [ first ] .

It comes from the merger of the Center for Social Sciences in Defense, the Center for Studies and Research of Higher Military Education and the Center for Studies of Defense History. It also absorbs the research activity of the Center for Advanced Armaments Studies [ 7 ] . It is ranked in 2020 124 It is for Western Europe by the reference classification of think tanks of the University of Pennsylvania [ 8 ] .

IRSEM has four missions, namely research, both internal (for the benefit of the ministry) and external (published) [ 9 ] ; “Strategic succession” (support for young researchers, by doctoral, postdoctoral funding and a monthly doctoral seminar) [ ten ] ; the contribution to higher military education (at the war school and the center of high military studies); The contribution to public debate [ 11 ] .

In 2018, IRSEM published (in partnership with the Center for Analysis, Forecasting and Strategy (CAPS), a report devoted to information manipulation for interference purposes [ 14 ] , defined as accumulating three criteria: a coordinated campaign, false or knowingly distorted news, and a political intention to harm.
