Wilhelm Harster is a German lawyer who became a police officer at the time of Nazism, born on in Kelheim (Germany) and died on in Munich. He was sentenced twice, for war crimes and then for crimes against humanity. In all, it only performs 10 years prison on his convictions to 27 years old in all.

Extradited to the Netherlands, he was tried and condemned, in 1949, for war crimes, to a sentence of 12 years from prison. He was nevertheless released in an early manner in 1953, having served eight years in prison out of the twelve (including preventive detention).

Harster then becomes a senior official of the Ministry of the Interior of Bavaria.
