The tournament took place between March 24 and April 11, 2003. The twelve participants were divided into two groups of six each. The group A tournament took place in the city of Seoul, in South Korea. [first] The games of group B instead took place in Sofia, Bulgaria. [first] South Korea won the group A while Belgium the group B, thus guaranteeing participation in the world of ice hockey championship – first division 2004. On the contrary, Mexico and Iceland, which came to the last place of their respective groups are states relegated for 2004 in the third division. New Zealand and Luxembourg, who arrived in the first two positions of the third division, replace Mexico and Iceland in 2004.
