The airport is operated by Angkasa Pura I. It must replace the current Adisutjipto international airport, which is now saturated and whose track is only 2,200 meters. 40% of land used for the airport belong to the Pakualaman principality, the rest belonging to local communities. The location is in the Témon district, between the beaches of Congot and Glagah (which covers the village of Palihan, the village of Sindan, the village of Jangkaran and the village of Glagah) [ 3 ] , [ 4 ] .

The residents concerned came to learn about the construction of the airport in 2011. The regional government and the related offices, PT Angkasa Pura I, and the National Foncière (BPN) of Kulon Progo Regency have ensured the dissemination of development of the airport in 2014. The rejection of affected people appeared in the media since the event during socialization. The reason why people reject the airport is that its construction will absorb the land that constitute their livelihood as an aircraft. In 86 families had always refused to sell their land for the development of the airport [ 7 ] .

The Indonesian National Human Rights Commission (Komnas HAM) said that the treatment of citizens in the airport conflict area is relatively good compared to the conflicts of many other areas characterized by more complex conflict levels [ 8 ] . At the same time, the Human Rights Commission considers that human rights violations have been committed and that it is not necessary to abolish the land occupied by residents [ 9 ] .

The airport will be connected to the city center of Yogyakarta by a toll road and a railway line [ ten ] . For the moment, there is no direct railway line. From Wojo station in Purworejo Kabupaten, the closest for the moment, passengers will use a shuttle service. The old Kedundang station, located 6 km from the airport, will be renovated [ 11 ] .
