Each voter has a list vote and can attribute preferences, two, if the regional councilors to be elected are up to six; of three if the regional councilors to be elected are in number from seven to fourteen; of four if the regional councilors to be elected are in number from fifteen onwards. [first] According to art. 15 of the Statute are voters of the Council, the members in the electoral lists of the municipalities of the Region (i.e. all citizens who have turned 18 on the date of the elections), while the voters who have completed the 25 year of age are eligible for the regional council on the regional council elections. The regional councilor office is incompatible with that of member of one of the chambers, of another regional council, of a provincial council, or mayor of a municipality with a population of more than 10,000 inhabitants. The law also provides for other cases of ineligibility and unwary. Subsequently it proceeds to the sum of the aforementioned votes for all lists having the same mark, which have been presented in at least two circumscriptions and which have obtained no less than 5,000 overall valid votes. However, this decline was compensated, in the government area, by the substantial increases of the Italian Socialist Party (plus 1.8%), the Italian Democratic Socialist Party (more 0.7%) and above all of the Italian Republican Party, which doubled i votes. On the left the Italian Communist Party has maintained the same percentages of 1978, while there was a slight increase for proletarian democracy. The results of the previous elections have also improved the Italian liberal party and the Italian social movement. Among the regionalist forces, on the other hand, there were drops for list for Trieste and Friuli movement. The junta was made up of members of the DC, PSI, PSDI, Pri and PLI, but was also supported by the Sloveska Skupnost.
