In 2000, with the assignment of the organization of the 2006 World Championship to Germany, the construction plans of the new system emerged officially emerged. After the first spades of March 2002, the failure declaration of the Kirch group was already causing delays to the project, given that the reinterpretation and taking charge of the financial charges were necessary. Finally, the loans were guaranteed and the construction of the plant could begin.
