Le conseil d’arrondissement d’Ashburton a été inauguré en 1878. Le premier maire était Thomas Bullock, qui a été élu le 2 septembre 1878. [3] [4] Neuf conseillers d’arrondissement ont été élus le 5 septembre et la première réunion du conseil a eu lieu le 9 septembre. [5] Hugo Friedlander était le deuxième maire lorsqu’il a démissionné en juillet 1892 car il avait des affaires urgentes en Angleterre pour s’occuper.
