デイヴィッド・L・ミルズ（David L. Mills、1938年6月3日 – ）は、アメリカ合衆国の計算機工学者であり、インターネットの先駆者（英語版）の一人である[1]。デラウェア大学名誉教授。

1971年にミシガン大学で計算機・通信科学の分野でPhDを取得した。在学中、Conversational Use of Computers (CONCOMP) プロジェクトの後援で高等研究計画局(ARPA)で研究し、DEC PDP-8を使用した、電話回線を経由してIBM 360メインフレームに接続するためのハードウェアとソフトウェアを開発した[2][3]。

ミルズはGADS Task Force（英語版）の議長であり、GADSの後継組織であるInternet Engineering Task Forceの初代議長となった[4]。1981年にNetwork Time Protocol[5][6]、1985年にDEC LSI-11を使用したfuzzballルータ（英語版）（56 kbit/s NSFネットに使用された）[7]、1984年にExterior Gateway Protocol[8]を開発した。BSDのPingの開発者に影響を与え[9]、最初のFTPの実装を行った。また、数多くのRFCを発表している。

1999年にAssociation for Computing Machinery(ACM)のフェローに、2002年にIEEEのフェローになった。2008年に全米技術アカデミーのメンバーに選ばれた。2013年にIEEEインターネット賞を受賞した[10]。

1986年にデラウェア大学の教授に就任し、2008年に同大学の名誉教授となった。
