The expression rural development It refers to actions and initiatives carried out to improve the quality of life of non -urban communities. These human communities, which cover almost half of the world’s population, have a low demographic density. The most widespread economic activities are agricultural and livestock although today others can be found very different from the primary sector.

Rural development must take into account the traditional local culture, since the rural environment is inseparable from its own culture. Rural development actions move between social and economic development. These programs are usually carried out by self -managed communities, local or regional authorities, rural development groups, programs at the continental scale (Rural Development Program of the European Union), NGOs, international organizations, etc. according to the rural area that is taken into account .

General Directorate of Agriculture and Rural Development [ To edit ]

The General Directorate of Agriculture and Rural Development is a department of the European Commission responsible for the European Union policies in the field of agriculture and rural development, and deals with the aspects of its common agricultural policy (PAC). [ first ]

The second pillar of the PAC, rural development, promotes multiple actions to improve the living conditions of the rural population, economic diversification, environmental sustainability and the improvement of the competitiveness of agricultural farms in the medium rural.

The European Agricultural Fund for Rural Development (FEADER) was created in 2005 and unifies financing for rural development as of 2007.

In the 2007-2013 program, rural development is regulated by Regulation (CE) 1698/2005 of the Council of September 20, regarding rural development aid through Feader. The total financing provided by the European Commission for the period is 90,826 million euros.

The European Commission defined at the beginning of the programming period some rural development guidelines, so that each country would choose those lines of action that best adapted to their needs.

Space

In the case of Spain, in accordance with Regulation (CE) 1698/2005, the Ministry of Agriculture, Fisheries and Food, in collaboration with the Ministry of Environment and consulted the autonomous communities and economic and social agents, prepared the framework National, which was approved by community decision.

The national framework aims to define horizontal measures and common elements for all regional programs, thus guaranteeing the coherence of the Spanish Rural Development Strategy throughout the territory. All rural development programs of the Autonomous Communities will include horizontal measures, being able to add to these supplementary conditions in their scope of action; as well as specific measures that respond to different regional situations.

In turn, autonomous communities must choose the measures within the national framework that most adapt to their respective territories to define their autonomic “rural development programs”. The national framework includes some horizontal actions applicable in all autonomous communities and also contemplates the creation of the National Rural Network, which is a national rural development program aimed at coordinating the other 17 PPDDRR.

The programming of the actions is structured in 3 axes, namely: 1. Increased competitiveness of agriculture and forestry, 2. Improvement of the environment and rural environment, 3. Quality of life and diversification in rural areas. Each of these axes has a series of measures that are the concrete actions of rural development. In addition there is a fourth methodological axis, the Leader axis, which articulates the measures of the previous axes based on a participatory approach.
